So far, numerous studies have been conducted on the rights and duties of citizenship in Iran. However, the "Civil Rights Bill" is the only official document of the country in this field. In this article, the aforementioned document has been subjected to a comparative study based on Razavi teachings and the results have been reported. Then, the themes of duties and citizenship rights (including 46 themes) were extracted from the relevant hadiths and finally the resulting themes were used as the basis for a comparative study with the "Civil Rights Bill". The comparative study shows that only half of the themes of duties and citizenship rights extracted from Razavi teachings are reflected in the aforementioned document and in this regard, this document needs to be revised to be more consistent with religious teachings. Finally, some of the themes that are not mentioned in the Charter of Citizens' Rights are briefly described and examined in order to explain their importance and the need for attention in future revisions of the Charter.
